When you try to change the desktop wallpaper in a Microsoft Windows XP-based computer, the options may be missing or unavailable. Therefore, you cannot change your wallpaper or use other options that are located in the Display Properties dialog box. This problem may occur after you remove spyware from the system.
The evil spyware makers build thier programs so as to set a new desktop for you such as a image stating that your infected and need to buy thier bogus products. Then the program will turn off the options so as to prevent you from being able to change it. At least novice users that only understand the GUI of windows.
Fortunately for you, you have a computer guru on your side here at G&B and so here is how you fix it...
This problem occurs when a registry key is set to hide or to lock the display settings on the computer. The registry key can be set by an administration policy or by malicious software.
To resolve this problem, follow these steps: Click Start, click Run, type regedit, and then click OK. Locate and then click the following registry subkey: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System In the right-pane, right-click the NoDispAppearancePage value if the value exists, and then click Delete. Repeat step 3 for the following registry values if these values exist in the registry: NoDispCPL NoDispBackgroundPage NoDispScrSavPage NoDispSettingsPage
Note Locate any registry value that says "Wallpaper" if it exists. In the right pane, right-click the registry value, click Delete, and then click OK. Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE_\Software\Microsoft\Windows\CurrentVersion\Policies\System In the right-pane, right-click the NoDispAppearancePage value if the value exists, and then click Delete. Repeat step 6 for the following registry values if these values exist in the registry: NoDispCPL NoDispBackgroundPage NoDispScrSavPage NoDispSettingsPage
Note Locate any registry value that says "Wallpaper" if it exists. In the right pane, right-click the registry value, click Delete, and then click OK. For the changes to take effect, you may have to restart the computer after you delete these registry values.

Hello Murray, In the future always note which operating system are you running? It really helps.
Next, on with your problem, You said under policies you have no system directory.
1st make sure your logged on as the administrator and not under a user.
2nd make sure that you have the sytem set to show all files, including hidden and system files. You do this by opening your windows explorer, under the command menu select /tools/ folder options/ a new window opens called Folder Options select second tab "View" then in the bottom window make sure that you have selected: Show hidden files and folders
And make sure you uncheck: Hide protected operating system files
Some system configurations will have Show System Files instead.
Im assuming that now you should be able to follow the above steps to get you back up and running.
It's no problem if your missing the registry entry and value, you simply create a new one just like shown above.
